This week we see a new top 4 year ISA, the Fixed rate ISA Saver from Halifax Savings, it's offering a fixed interest rate of 4.4% more information here:
Halifax Savings - Fixed rate ISA Saver - Cash ISA interest rates
- Minimum opening balance: £500
- Maximum balance: Up to £5,340 this tax year, as well as the option to transfer in any previous years cash ISAs that you have with another provider
- No withdrawals allowed. You can close your account at any time but you will lose 180 days interest
- No additional deposits after account opening
- Manage your savings in branch, by telephone and online. If you use our online banking service, you can view your balance and recent transactions
- You can only fund one cash ISA during any one tax year. Tax rules may change in the future

Halifax are still offering the best interest rate for a 4 year ISA.
However a few sites are saying Saffron Building Society are still offering an interest rate of 4.5% the only mention I can find of this on the Saffron BS website is in their news from March: Press release * Saffron Building Society if anyone has any info about this please let me know.

Saffron have removed the 4.5% 4 year ISA. however 3 other banks/building societies are now also offering 4.4% for 4 years
