the part I found most important about ISA transfer times:
Under the new guidelines, ISA transfers should, from 31 December 2010, take a maximum of 15 working days to complete. While that is some improvement on the previous 23 day limit, it’s still a remarkably long time considering the IT systems available to these providers.

a lot of people are still finding that transfers can take 2 months or more even with the 23 day limit, I hope they actually start enforcing these terms.
